DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS:

Under administrative approval of the Banana Program Manager of the Treatment and Detention Facility (TDF), a 24/7 residential housing facility for Sexually Violent Persons, serves every bit the Fiscal Services Managing director. Plans, directs and organizes all aspects of Fiscal Services for the TDF. Controls and implements the contract negotiation process for all vendors for the TDF, including just not express to clinical services, healthcare services and nutrient services. Manages upkeep preparation and assay; reviews and approves budget recommendations prior to final submission. Provides budgetary reports for Division of Mental Wellness Central Office, Program Director, Assistant Program Director, DHS Budget Function, and other entities as requested. Reviews the facility personnel needs and utilization in terms of budget. Supervises and evaluates activities of staff; establishes goals and objectives for subordinate staff and approves time off. Counsels employees and recommends disciplinary action when necessary.Plans, organizes and directs activities of the service accounting system for the TDF.Gives terminal fiscal review of contracts and vouchers; authorizes the purchasing and procurement of all commodities (except Chemist's shop) and equipment for the facility; reviews, evaluates, prioritizes and approves all requests for purchase. Participates in the analysis and conclusion of facility policy and program formulation by providing professional evaluation and interpretation of budgetary, financial and not-clinical programs and services. Attends and participates in facility committees.

MINIMUM REQUIREMENTS

Requires knowledge skill and mental evolution equivalent to completion of four years college with course piece of work in business or public assistants. Requires three years progressively responsible authoritative experience in accounting or finance. Require noesis of public and individual providers and hospital operations. Requires noesis of budge and staffing operations. Requires noesis of Comptroller rules and regulations, Federal and State rules, regulations and guidelines for inspect purposes. Requires noesis of the Mental Health Code, DHS rules and regulations, Medicaid, HCFA, Compatible Lawmaking of Corrections and Criminal Code of Criminal Procedures standards desirable. Requires ability to interact with and communicate clearly and tactfully with a wide range of individuals.
